——第六届中国国际储能大会5月24日在深圳举行
    2016年,注定成为我国推动储能产业发展的不平凡的一年。

    2月29日,国家发改委、国家能源局、工信部共同发布了《关于推进“互联网+”智慧能源发展的指导意见》(以下简称《指导意见》),《指导意见》指出“开发储电、储热、储冷、清洁燃料存储等多类型、大容量、低成本、高效率、长寿命储能产品及系统”。“推动在集中式新能源发电基地配置适当规模的储能电站,实现储能系统与新能源、电网的协调优化运行”。“推动电动汽车废旧动力电池在储能电站等储能系统实现梯次利用;建设基于电网、储能、分布式用电等元素的新能源汽车运营云平台;探索电动汽车利用互联网平台参与能源直接交易、电力需求响应等新模式”。
   《指导意见》还指出“推动建设小区、楼宇、家庭应用场景下的分布式储能设备,实现储能设备的混合配置、高效管理、友好并网”。网络化管理分布式储能设备:建设储能设施数据库,将存量的分布式储能设备通过互联网进行管控和运营,构建储能云平台,实现对储能设备的模块化设计、标准化接入、梯次化利用与网络化管理,支持能量的自由灵活交易。推动储能提供能源租赁、紧急备用、调峰调频等增值服务。
    储能,作为实现能源互联网的关键技术环节,在此次《指导意见》中获得了前所未有的高度关注与支持。
    3月18日,国家能源局市场监管司起草的《国家能源与关于推动电储能参与“三北”地区调峰辅助服务工作的通知(征求意见稿)》(以下简称《通知》)在互联网流传,这是电改9号文发布以来,与储能最直接相关的改革措施,《通知》的出台,实质上给了储能正当的身份,可以参与“三北”地区调峰服务。调峰辅助服务对储能开放,能大大提高储能的经济收益,储能或可迎来商业化应用机遇。
    4月13日,国家能源局出台了《关于在能源领域积极推广政府和社会资本合作模式的通知》,明确鼓励引入PPP模式,引导社会资本投资包含储能应用在内的多种能源领域。
    国家发改委和能源局最近联合下发《能源技术革命创新行动计划(2016-2030年)》,在该文件15项重点任务之一的“先进储能技术创新”中明确指出:研究面向可再生能源并网、分布式及微电网、电动汽车应用的储能技术,掌握储能技术各环节的关键核心技术,完成示范验证,整体技术达到国际领先水平,引领国际储能技术与产业发展。此次发布的储能技术发展路线图,将大规模储能技术研究及产业化应用列入国家战略层面予以支持,形成全链条设计,合理配置资源,鼓励和支持各种储能技术的自主创新,这对推动能源科技创新和能源变革,发展智慧能源体系,支撑我国能源产业与生态环境协调可持续发展具有重要意义。
    面对不同种类储能技术在电网调峰/调频储能、可再生能源接入储能、分布式储能、微网储能、通信储能等种类繁多的应用场合,该文件路线图通过对未来技术发展趋势进行全面分析,重点归纳出储热/储冷、物理储能、电化学储能三个重点领域,分别对应于太阳能光热利用、电网调峰、可再生能源开发与电动汽车等重要应用方向。
    业内专家认为,2018年前,将是先进储能技术重要的示范应用阶段。2020年将在用户侧大力推广先进储能技术应用。2030年,将会普及应用先进储能技术解决方案。
    作为当今世界上最大的能源生产国和消费国,中国把发展可再生能源作为调整能源战略、保障能源安全、保护生态环境、应对气候变化的必由之路。
围绕国家能源变革战略行动计划,我国储能产业应走以典型工程示范带动新兴储能产业发展、建立有序的市场和竞争机制促进储能商业化发展之路。重点结合储能应用示范工程建设需求,重点支持相关产业链上的瓶颈技术研究和储能装备制造,大力支持储能应用技术,在示范过程中完善和提升储能装备水平,最终实现商业化运行。
    虽然现阶段中国的储能产业仍面临政策缺失、技术指标尚待提高、系统容量较小、成本过高、应用价值不明晰、参与电力市场的机制不健全等问题,但作为实现大规模可再生能源并网,提高用电侧能效的有利手段,未来储能产业的快速应用发展已成定局。因此推动适合我国国情、针对多种应用场景、不同规模的储能系统集成技术,提高各类储能技术经济性;在新能源发电、智能电网、分布式发电与微网、数据中心、家庭储能、工业节能领域所需要的关键技术与装备上实现自主化,并着重提高储能技术信息化、智能化和高可靠性实现储能产业在总体装机容量、应用领域、市场规模、核心技术和自主创新能力等方面新突破显得尤为重要。 
    为进一步加强国内外储能产业界的交流与合作,在推动能源结构优化同时,依靠储能技术逐步实现能源转型,中国化学与物理电源行业协会、中国储能网、北京鉴衡认证中心、赛迪顾问等将于5月24-26日在深圳会展中心联合主办第六届中国国际储能大会(深圳)暨首届中国国际储能应用展览会。本次会议将有来自50多个国家和地区的40000多名观众参观展览会。预计有2000名专业人士参加由大会主办方精心筹备的20场高级别论坛,具体会议流程欢迎咨询主办方会务组。
    据中国化学与物理电源行业协会储能应用分会秘书处介绍,由中国化学与物理电源行业协会储能应用分会联合赛迪顾问、国家发改委能源研究所、中国可再生能源学会风能专业委员会、河南电科院、华北电力大学、神华低碳所、南都电源等多家单位,数十名业内专家,共同编写了《中国储能应用产业研究报告(2016年)》。该报告着重分析了抽水蓄能、压缩空气、飞轮、超导磁储能、超级电容器、锂离子电池、液流电池、燃料电池、储热等十多种储能技术,并重点研究其在分布式发电、微电网、基站备用电源、新能源汽车、风光发电、电力输配、绿色建筑、社区/工业园区及家庭储能等多个领域的应用情况。通过对目前国内外储能市场、技术和政策的系统梳理和深入分析,明确了未来储能市场和技术方向的发展趋势。该报告将于5月26日在第六届中国国际储能大会上正式予以发布。
